Was Narsimha Rao, then home minister of India in 1984 stopped to deploy Army by Rajiv Gandhi?

Senior advocate and human rights activist HS Phoolka says in his statement on 7th January 2013 that senior advocate and leader of AAP Sh. Shnanti Bhushan had gone to the then Home Monister of India, Narsimha Rao on 1st Nov. 1984 to impress him to call in the Army immediately. Shanti Bhushan gave his affidavit before the Nanavati Commission stating that Narsimharao wanted to call in the Army but didn’t succeed to convincing the authorities.

is it not an attempt to give a clean chit to Narsimharao who failed to call the Army in and if troops were called from Agra and Meerut, they were stopped midway? If being a Home minister of India, he couldn’t succeed then who stopped him and why?

When Phoolka ji is contacted, he replied in affirmative voice that it was Rajiv gandhi who stopped him to deploy Army in Delhi as there were 5000 Army people were present in Delhi and they could save lives of innocent Sikhs. It was Rajiv Gandhi who made all efforts to eliminate Sikhs in Delhi and other mega cities in india. Amitabh Bacchan was used by him. He stopped the army tropps called from Meerut to enter Delhi, stopped at borders in Ghaziabad distt.

The DC of Faridabad called Army, the Army troops were moved from Agra but that also took three days to reach Delhi.

AND THIS MASS MURDERER RAJIV GANDHI WAS GIVEN HIGHEST CIVILIAN AWARD AS ‘BHARAT RATNA’, AND SOLD OUT INDIAN MEDIA CALLED HIM MR.CLEAN?
